The Most European of Serbia

1. Why and how?

The citizens in recent years have been asking questions – who are the Most Europeans, why the MostEuropeans, how the MostEuropeans are selected, can others be the MostEuropean? Concise answer could read like this:

  • The MostEuropeans in Serbia are influential, renowned and productive in their results individuals who had done or achieved the most in each year in the field of the European integrations in our country. If they are not influential, their possibilities to seriously move boundaries of our European reality and future are limited. Individuals of little competences can be better people, bigger humanists and bigger Europeans than our candidates. But, from the point of view of Serbia and people who live in its territory, they won’t have an obvious influence.
  • The reason for the choice of the MostEuropean in Serbia is one segment of the battle for the popularization and promotion of sincere efforts that responsible individuals make in the context of the quickest and most rational as possible Serbian joining of the European Union. Certainly, each choice, even with solid and objective criteria, is a subjective act. The MostEuropean must therefore be seen as some of the most active and the most successful in bringing the European ideas and European reality closer to Serbia, but also in bringing the Serbian values and achievements closer to Europe and its citizens.
  • In the selection of the MostEuropean participate a large number of people within the Organizational Board, Elective Council and the Assembly of the First European House. They are exclusively persons who have no personal interests, ideological or political prejudice, they are undoubtedly of a pro-European orientation, and see the European Union as a positive globalist and integrationist association of free choice, equality, equal rights, diversity, prosperity and unity. The number of participants in the Elective Board is constantly growing and widening with the elected MostEuropeans, whose opinions are respectfully taken into consideration when choosing new candidates.
  • The MostEuropeans are elected for those fields of social work which represent the bearers of the European integrations process: politics, culture, economy, entrepreneurship, project or programme and diplomacy (a foreign citizen working in our  country who helped the most with his actions the Serbian rapprochement to the European Union).
  • Promotion Best Europeans are generally held every year in the City Hall at an event known to the public as the European evening in Belgrade – The MostEuropeans of the years. This prestigious event will be held as long as there are reasons for and organized.

Before or after their choice, the same individuals may have been on other positions, other functions, more successful or not at all, speaking of the respective field of their work and creation. For the organizers of the project has always been a crucial one particular section of time which the individual passed on a certain social function and achieved such results, in accordance with the Election Regulations, which rightfully nominate him for this prestigious award. 

2. The Terms on election of the MostEuropean of the year

The award MostEuropean Serbia in the current year is being awarded in the following domains: Politics (external, internal, society), Economics (macroeconomics, economic system, economic development, the strategy of economic development, regional development…), Culture (arts, education, science, health, sports, media, publishing), Enterprise (initiation, establishment and development of certain business organizations, enterprises, health, cultural, educational and other institutions and association) and the MostEuropean project (project, program, initiative, ideas). And since 2006 there is also an election for the MostEuropean from the foreign nationals who work in our country, who have in the observed year visibly contributed to our approach to the Union, following way:

The recognition is awarded to distinguished individuals, renowned and successful authors, political champions, state leaders, people of significant influence on the state and public opinion, the greatest contribution in connecting our country with Europe and the European Union, for the affirmation of their own, national pro-European oriented ideas and values outside the country, for the most successful promotion of European ideas and values in the country;

The nomination of candidates for the Most European in these domains can be made by all the members and bodies of the First European house, the European Movement in Serbia, prominent and pro-European oriented and renowned individuals and organizations in the country;

The collection, research, nomination and selection of the candidates for MostEuropeans is done by the following bodies: The Organizational Committee of the event, The Election Council of the manifestation and the Assembly of the First European House in Belgrade; the Assembly of the First European House elects the members of the Organizing Committee and Council of the manifestation (the European evenings);

The recording and the first (preliminary) selection of candidates is done by the Organizational Committee of the European evenings in Belgrade:

  • The Organizing Committee of the Narrow Composition consists of the authors of the project and other prominent individuals from the First European House in Belgrade;
  • The Organizing Committee of the Extended Board apart from these are the other prominent individuals from NGOs, science, politics, culture, economy, and especially the current MostEuropeans competent in certain electoral districts.
  • The Organizing Committee during the nomination, consideration of the candidate and selection of candidates for election, informs the public in a appropriate manner, through the President, Deputy President or the authorized person of the Organizational Committee;
  • The Organizing Committee by the end of the current year provides in a democratic, tolerant and factual atmosphere a final (wider) list of proposed candidates for MostEuropeans of  year;
  • The shortlisted candidates of the Organizing Committee are being done in a close cooperation with the Election Council of the European evenings;
  • The number of selected candidates may be bigger, but also smaller, than the number which is being elected (it is possible be without a candidate for MostEuropean in a particular domain, or more than one candidate to another domain);

The Election Council of the European evenings is consisting from the Organizing Committee extended with the previously elected and available MostEuropeans, as well as a number of prominent public figures from domains from which the MostEuropeans are being elected; The representative of the Election Council of the event provides the harmonized list of the selected candidates for the MostEuropean to the Assembly of the first European House;

The Assembly of the First European House, on a public vote, on a session closed to the public, makes the final selection of candidates, and definitely determines the winners of award MostEuropean (of the current) year for the defined domain; the Assembly of the First European House makes the mentioned decisions by majority vote of the total number of its full members (prior to each Assembly on which the MostEuropeans are elected, the Executive Board (now Presidency) of the First European House submits a list of the total number of full members of the Assembly of First European House to the present members. They are those who, in accordance the Statute, participate in work the First European House, its bodies, helping European house financially, trough work, marketing, media, etc.. and fulfill other agreed obligations towards the House)

On the Assembly of First European House some of its members present might propose candidates other than those officially proposed by the Electoral Council. The proposal must be justified and accepted by the Assembly, by majority vote of the total number of members, as a suggestion on which the Assembly can vote, as well as on the proposals that have been sent to the Assembly by the Electoral Council of the project upon thorough and democratic, justified debates; it by the rule refers to situations in which for specific domains the Council has no unique proposal of candidates.
